SHELTER SERVICES IN MEXICO

THE PROVEN STRATEGY TO START MANUFACTURING IN MEXICO

Benefits of Working with a Mexico Shelter Company

Comprehensive. Cost-effective. Surprisingly fast and easy.

Smart companies are looking to Mexico as a base for manufacturing operations. Since USMCA (United States-Mexico-Canada Agreement) was signed in 2020 to replace NAFTA, U.S. and global manufacturing companies are benefiting from dramatically reduced tariffs on goods going to and from Mexico. Companies also benefit from IMMEX (Manufacturing, Maquiladora and Export Services Industries Program), a Mexican government program that exempts taxes on the import of raw materials and goods if they transformed and exported within 18 months.

While the cost benefits loom large, the question remains: how does a foreign company set up a manufacturing operation in Mexico?

That’s where CPI’s Mexico Shelter comes in. Our Turnkey Shelter Program is tailor-made to quickly and efficiently get your Mexico manufacturing Facility and production up and running. Among CPI’s services:

  • Feasibility cost analysis
  • Consultations and guidance
  • Scout industrial real estate locations and line up facility permits
  • Locate local strategic partners and vendors
  • Provide on-site administrative services for the new operation
  • Take advantage of the IMMEX Program and VAT Certification by using CPI’s export and import existing permits and certifications

By using CPI’s Mexico Shelter Program, your company minimizes the time, effort, costs, and risks of setting up your Mexico manufacturing facility yourself – while still maintaining full operational control.

You Manufacture – We handle the rest!

An experienced admin team ensures compliance with trade regulations.

Once your company has a Mexico manufacturing site up and running, CPI’s expert and experienced team provides back-office administration for ongoing operations and continued compliance with maquiladora and tax regulations. Our goal is clear: let you, the owner, focus on production. Below is a snapshot of our services.

FREQUENTLY ASKED QUESTIONS FOR MEXICO MANUFACTURING

Who’s in control? What type of corporation? What is IMMEX?

Does CPI’s Shelter Program mean we relinquish all control?

Not at all! Your company makes the key decisions, including site selection, build-out and setup of the production facility, and approval of personnel and vendors. You maintain full operational control of manufacturing and provide the equipment, raw materials, production process and controls, and ERP systems. CPI’s role is to serve as your expert counselor and provide an administrative team for on-going operations. We’re with you every step of the way!

How does CPI work with us for site selection?

CPI serves as your personal real estate agent. Based on your specs, we take you to available industrial sites. We facilitate negotiations, your build-out needs and everything in between. When you are ready to build, CPI co-signs the lease agreement and serves as a guarantor – another great benefit of our Shelter Company Program.

Does CPI play a role in our production process?

No, we don’t. We know you are the expert at your products and processes. Our operations duties are back-office. The only time we are on the production floor is when our in-house Environmental, Health & Safety Coordinator is there working with your team during permitting, compliance and audits.

Can we start under a Shelter and change to an Independent Corporation?

Absolutely! CPI’s Shelter Company Program is there as long as you need it. Some companies stay under our shelter company for decades, while others use it to get started quickly and then transfer into their own independent corporation. It is always up to you and can be changed at any time. We can provide you with a cost analysis of these options, so you can weigh the benefits of each before making a decision.

What is the IMMEX program?

Free trade agreements like USTRA allow duty-free import and export of materials and products between member countries. However, this agreement doesn’t cover taxes. This is where the Mexican government’s IMMEX program comes in. Once your company is certified for IMMEX (a process handled under the CPI Shelter Company Program), it will allow tax/VAT/IVA exemption on the temporary import of raw materials and goods if they transformed and exported within 18 months (with some restrictions).
