Smart companies are looking to Mexico as a base for manufacturing operations. Since USMCA (United States-Mexico-Canada Agreement) was signed in 2020 to replace NAFTA, U.S. and global manufacturing companies are benefiting from dramatically reduced tariffs on goods going to and from Mexico. Companies also benefit from IMMEX (Manufacturing, Maquiladora and Export Services Industries Program), a Mexican government program that exempts taxes on the import of raw materials and goods if they transformed and exported within 18 months.
While the cost benefits loom large, the question remains: how does a foreign company set up a manufacturing operation in Mexico?
That’s where CPI’s Mexico Shelter comes in. Our Turnkey Shelter Program is tailor-made to quickly and efficiently get your Mexico manufacturing Facility and production up and running. Among CPI’s services:
By using CPI’s Mexico Shelter Program, your company minimizes the time, effort, costs, and risks of setting up your Mexico manufacturing facility yourself – while still maintaining full operational control.
Once your company has a Mexico manufacturing site up and running, CPI’s expert and experienced team provides back-office administration for ongoing operations and continued compliance with maquiladora and tax regulations. Our goal is clear: let you, the owner, focus on production. Below is a snapshot of our services.
We set up a legal corporation in Mexico, navigate permits and certifications, and ensure Federal, state, and municipal laws compliance.
Provide U.S. invoicing, manage Mexican vendor payables, declare and pay Mexican federal, state, VAT (IVA), and transfer pricing taxes, and reconcile accounts.
Provide a ramp-up management team, a vendor identification program, and tenant improvements. Liaise with U.S. management to ensure success.
Recruit, hire, and pay Mexican employees and manage HR benefits (vacations, severance, profit sharing & holidays, etc.)
Manage a Mexico import-expert plan, including cross-border logistics and transportation, while ensuring continued compliance with international trade regulations.
Provide analysis and work plans to ensure compliance with Mexico's environmental regulations. Audit compliance annually.
Not at all! Your company makes the key decisions, including site selection, build-out and setup of the production facility, and approval of personnel and vendors. You maintain full operational control of manufacturing and provide the equipment, raw materials, production process and controls, and ERP systems. CPI’s role is to serve as your expert counselor and provide an administrative team for on-going operations. We’re with you every step of the way!
CPI serves as your personal real estate agent. Based on your specs, we take you to available industrial sites. We facilitate negotiations, your build-out needs and everything in between. When you are ready to build, CPI co-signs the lease agreement and serves as a guarantor – another great benefit of our Shelter Company Program.
No, we don’t. We know you are the expert at your products and processes. Our operations duties are back-office. The only time we are on the production floor is when our in-house Environmental, Health & Safety Coordinator is there working with your team during permitting, compliance and audits.
Absolutely! CPI’s Shelter Company Program is there as long as you need it. Some companies stay under our shelter company for decades, while others use it to get started quickly and then transfer into their own independent corporation. It is always up to you and can be changed at any time. We can provide you with a cost analysis of these options, so you can weigh the benefits of each before making a decision.
Free trade agreements like USTRA allow duty-free import and export of materials and products between member countries. However, this agreement doesn’t cover taxes. This is where the Mexican government’s IMMEX program comes in. Once your company is certified for IMMEX (a process handled under the CPI Shelter Company Program), it will allow tax/VAT/IVA exemption on the temporary import of raw materials and goods if they transformed and exported within 18 months (with some restrictions).

Expanding or relocating a manufacturing operation to Mexico - sometimes called a maquiladora in Mexico - requires specialized knowledge of U.S.-Mexico trade laws and regulations and experience in navigating Mexico’s IMMEX Program and other certifications. CPI has that specialized knowledge and experience to ensure your success of establishing a maquiladora in Mexico, one of the world’s most strategic locations for manufacturing.
